Synopsis

The city of Westlake Village has put out a notice for two public “scoping” meetings in regards to the proposed Selleck project on Russell Ranch Road, and the Sports Park. Both will be held on the evening of July 6th. Take note, these are not council meetings, but instead meetings run by city staff to gather information.

NOTICE OF PUBLIC MEETINGS

The City of Westlake Village will host an initial meeting regarding the appropriate scope of environmental review for: 1) the proposed Selleck retail project on Russell Ranch Road; and 2) the supplemental EIR for the community park/YMCA project on Thousand Oaks Boulevard.

As required by the California Environmental Quality Act (CEQA), the City of Westlake Village will conduct special Scoping Meetings for two development projects, including: 1) the proposed Selleck retail project on Russell Ranch Road; and, 2) the community park/YMCA on Thousand Oaks Boulevard. The proposed Selleck retail project consists of 232,500 square feet of retail, restaurant and accessory commercial uses on a 21.22-acre site located on the east side of Russell Ranch Road, east of its intersection with Lindero Canyon Road. The proposed community park/YMCA project consists of above-ground City park improvements and a separate YMCA facility, located on the 51.4-acre site on the north side of Thousand Oaks Boulevard, west of Lindero Canyon Road.

In accordance with CEQA, the City of Westlake Village intends to prepare a separate Environmental Impact Report (EIR) for each proposed project. The City is currently preparing an Initial Study for each project to identify the environmental topics that will be addressed in each project?s EIR. As the first step in that process, the Scoping Meeting is intended to: 1) inform the public, interested agencies, and organizations about the proposed projects; and 2) solicit public comment on the scope of the environmental issues to be addressed in the EIR prepared for each project. All interested parties are invited to attend. The meeting for the Selleck retail project will take place in the City Council Chambers, Westlake Village City Hall, 31200 Oak Crest Drive, at 6:00 p.m. on July 6, 2011. The meeting for the community park/YMCA project will take place in the City Council Chambers, Westlake Village City Hall, 31200 Oak Crest Drive, at 7:00 p.m. on July 6, 2011.

The Scoping Meetings are not meetings of the Westlake Village City Council. Instead, the meetings will be conducted by City staff and representatives of the consulting firms selected to prepare the Environmental Impact Reports for the two proposed projects. It is presently anticipated that the Westlake Village City Council will conduct one or more separate public hearings to consider each of the proposed projects and the accompanying Draft Environmental Impact Reports in late 2011 or early 2012. Formal notices of these public hearings will be published in the local press, posted on-site and at other public places, and otherwise provided as required by State law and the City?s Municipal Code. Again, all residents and other interested parties will be invited and encouraged to attend and comment on the proposed Draft EIR prepared for each project.
